The Children’s Court Guardian Agency is governed by a Board of Management appointed by the Department of Health through the Public Appointments process.

The Board has five functions for which it is accountable to the Minister for the Department of Health:

  1. To oversee the delivery of planned results by monitoring performance against objectives and ensuring corrective action is taken as necessary.
  2. To ensure effective financial stewardship through value for money, financial control and financial planning and strategy.
  3. To ensure that high standards of corporate governance and personal behaviour are maintained in the conduct of the business of the whole organisation.
  4. To put in place systems to appoint, appraise and remunerate senior executives.
  5. To ensure that there is effective dialogue between the organisation and the local community on its plans and performance and that these are responsive to the community's needs.

The Board has agreed a set of rules and direction for delegation of decision making to deliver on these functions. These are included in a document called “Standing Orders and Financial Instructions." The Board reviews these rules at least annually.

The Standing Orders and Financial Instructions set out the decision making, and delegation of decision making, to deliver on the Board’s functions. You can find a copy of the Standing Orders below:
